Institut Pasteur du Laos is a Lao National Institution created by Prime Ministerial Decree in November 2007. The Institut Pasteur du Laos is the result of a long term and joint decision between the Lao Ministry of Health and Institut Pasteur Paris. IPL operations started in December 2011

The Institut Pasteur du Laos has a mandate from Lao Ministry of Health to fulfil activities of public service:
1. Research and diagnosis on emerging infectious diseases and vector borne diseases.
2. Training, education and capacity building.
3. Technical assistance to National Center for Laboratory and Epidemiology for investigation of epidemics.

The Institute benefits from a large degree of autonomy (legal, scientific, management, financial).

The Institute hosts 5 laboratories:
* Virology (medical virology group, pathogen discovery group),
* Vaccine preventable and infectious diseases,
* Medical entomology,
* Parasitology,
* Infectiology and Public Health.

Among the facilities, there is a BSL3 and a dedicated Training Center for hands-on laboratory training and biosecurity enhancement.

Sustainability relies on research grants, international donors and philanthropy, as well as through a foundation (“Fondation Institut Pasteur du Laos”) created in 2018 and embedded in Fondation de France.
