Pasteur Network Renewed as WHO non-state actor for the period 2025-2027

The World Health Organization’s Executive Board renewed the Pasteur Network as a Non-State Actor in official relation to WHO during its February 2025 session, reaffirming its role as a key partner in advancing global health priorities.  
Among 74 non-State actors retained, the Network’s renewal underscores its proven capacity to bridge research and public health implementation. This decision follows a rigorous triennial review assessing technical collaboration, governance, and impact—a testament to the Network’s alignment with WHO’s mission of equitable health access. 

This collaboration between WHO and Pasteur Network will support WHO in its work towards reaching its overarching goal to promote, provide and protect health and well-being for all people everywhere as proposed in the General Program of Work. To do so and per this collaboration plan, Pasteur Network will provide technical input, conduct capacity building activities and develop technical tools that may support WHO`s work when supporting: 

  • Addressing health threats due to climate change through to the establishment of national health adaptation plans and enabling countries to be more resilient to the evolving environmental conditions. 
  • Improving health system capacities for universal health coverage by promoting policies and technical dialogue and building through strengthening national health information systems to collect, analyze and disseminate national and regional data for optimal monitoring. 
  • Conducting training in line with WHO recommendations and guidelines to strengthen country capacities including quality assurance and production of medical counter measures. 
  • Improving epidemic preparedness and mitigation in line with WHO programmes and initiatives such as, End Tuberculosis, Global Antimicrobial Resistance Surveillance System, the Global Influenza Programme, Global Arbovirus Initiative and work towards implementation of the International Health Regulations (IHR). 

The renewed partnership underscores the Network’s role in translating research into frontline solutions, directly supporting WHO’s focus on pandemic preparedness and health equity.
